You will eventually reach the fuel cap in a stock tune, but you'd never see it from a DP and exhaust. You really need the tune to unlock the potential of the DP. The boost level settings of a Stage2 tune are too high for the back pressure generated by the resistance of the stock downpipe. The Stage2 tune tells the turbo to spin faster to a point where that stock back pressure can damage the turbo. A catless downpipe has emissions issues depending on your state's requirements.
